Vegetable Ground Beef Soup

1 pound ground beef
4 cups water
3 cups shredded cabbage
1 whole tomatoes -- (28 ounces)
2 cups new red potatoes -- sliced 1/4-inch
2 cups carrots -- sliced 1/4-inch
1 cup thinly sliced onion
2 bay leaves
1/2 teaspoon salt
1/2 teaspoon pepper
Cook ground beef in Dutch oven over medium-high heat, stirring occasionally, until browned ( 8 to 12 minutes). Drain off fat. Stir in all remaining ingredients. Reduce heat to medium. Cook, stirring occasionally, until vegetables are tender ( 30 to 40 minutes). Remove bay leaves.
