Spaghetti Meat Sauce

1 pound ground beef
1 large onion, chopped
1 clove garlic, minced
1 bell pepper, diced
2 teaspoons salt
1 cup water
8 ounces tomato sauce
1/8 red pepper
1 teaspoon parsley flakes
1/2 teaspoon oregano
1/2 teaspoon sweet basil
1/2 teaspoon crushed fennel seed
2 sugar
16 ounces tomato pasteRecipe
Heat cooker and brown beef. Stir in remaining ingredients except tomato paste. Close cover securely. Place pressure regulator on vent pipe and cook 8 minutes with pressure regulator rocking slowly. Cool cooker at once under running water. Stir in tomato paste and simmer, uncovered to desired thickness. Serve sauce over long spaghetti.
