Burger Bowl Potato Pie

1 package Betty Crocker butter & herb mashed potato
1 pound ground beef
1 egg
2 tablespoons water
1 1/2 cups hot water
2 tablespoons butter
1/2 cup milk
1/4 cup butter, melted
1/4 cup grated Parmesan cheeseRecipe
Heat oven to 375ºF. Shake 1 packet Potatoes and Seasoning. Measure 1/2 cup from the packet into ungreased pie plate, 10x1 1/2 inches; reserve remaining potatoes for step 3. Stir beef, egg and 2 tablespoons water into potatoes in pie plate. Pat evenly in bottom and up side of pie plate. Bake 20 minutes; drain. Stir together 1 1/2 cups hot water and 2 tablespoons butter until butter is melted. Stir in milk and second packet Potatoes and Seasoning. Spoon into pie plate; spread evenly. Stir together 1/4 cup melted butter, the Parmesan cheese and reserved potatoes (dry). Sprinkle over top. Bake uncovered 10 minutes.
