Cincinnati Chili

Recipe Introduction
Chili on spaghetti may sound strange -- I was first introduced to it when I went to Cincinnati. The sauce is not too spicy, and ends up seeming more like a distinctive meat sauce than like spicy chili. Have also put this on hot dogs.
List of Ingredients
2 tablespoons oil
2 1/2 pounds ground beef
1 quart cold water
1 can tomato paste (6 oz)
2 large onions, diced
1 1/2 tablespoons vinegar
1 teaspoon Worcestershire sauce
1 clove crushed garlic
2 tablespoons chili powder
5 bay leaves
2 teaspoons cinnamon
1 teaspoon allspice
2 teaspoons cayenne pepper
1 1/2 tablespoons unsweetened cocoa
salt and pepper to taste
Recipe
In heavy pot, heat oil, then add beef until browned; add onions and water and then bring to a boil. Reduce to a simmer and add tomato paste, and all other ingredients, and let simmer for 1 1/2 to 2 hours. Adjust with salt and pepper to taste. Remove bay leaves before serving.
