Buttery Chive Potatoes

10 small new red potatoes
1 cup water
1 3/8 cups butter, softened
2 tablespoons chopped fresh chives
1/4 teaspoon salt
1/4 teaspoon pepperRecipe
Scrub potatoes. Peel 3/4" strip around center of each, leaving potatoes whole with skin on ends. Place in 2 quart saucepan and add the water. Cover; cook on high heat until water comes to a full boil, about 5-6 minutes. Continue boiling until potatoes are fork tender, 20-25 minutes. Drain potatoes. Add remaining ingredients and toss lightly to coat. Serves 4.
