Better Butterscotch Brownies

1 1/4 cups flour
1 1/2 cups firmly packed brown sugar
1 teaspoon baking powder
1/8 teaspoon salt
1/4 cup butter, melted
2 tablespoons water
2 teaspoons vanilla
2 eggs
1/2 cup butterscotch chipsRecipe
Heat oven to 350ºF. Spray 9-inch square pan with nonstick cooking spray. Lightly spoon flour into measuring cup; level off. In large bowl, combine flour, brown sugar, baking powder and salt; mix well. Add butter, water, vanilla and eggs; blend well. Spoon and spread batter evenly into sprayed pan. Sprinkle with chips. Bake at 350ºF for 25 to 30 minutes or until toothpick inserted in center comes out clean. Cool 45 minutes or until completely cool before cutting into bars. 20 bars.
