Lowfat Milk Chocolate Frosting

1/3 cup flour
1 1/4 cups skim milk
1 1/2 cups milk chocolate chips
2 teaspoons pure vanilla extract Recipe
In a small saucepan, whisk together flour and 1 cup of the milk. Cook over medium heat, stirring constantly, until mixture is a thick paste, 2-3 minutes. Remove from heat and cool in refrigerator at least 1 hour. After paste has cooled, melt chocolate and remaining 1/4 cup milk in another small saucepan over low heat; set melted chips aside to cool. In a medium bowl, combine vanilla, melted chips and cooled paste; beat with an electric mixer until smooth and creamy. Chill in refrigerator at least 90 minutes before using.
