Grains: Barley with Mushrooms

1 package dried mushrooms (0.35 oz)
2 cups hot water
3 cups sliced fresh button or cremini mushrooms
3/4 cup diced carrots
1 medium onion, chopped
2 stalks celery, chopped
2 cloves garlic, minced
1/2 cup uncooked pearl barley
1/2 teaspoon dried thyme
1/4 teaspoon dried rosemary, crumbled

Place the dried mushrooms in a small bowl. Add 1 cup of the water and set aside to soak for 10 minutes. Strain through a fine sieve lined witha paper coffee filter or paper towel; reserve the liquid. Chop the mushrooms, discarding any though stems; set aside.
Meanwhile, coat a large nonstick saucepan with nonstick spray. Add the button or cremini mushrooms, carrots, onions, celery and garlic. Cover and cook over medium heat, stirring occasionally, for 6 minutes, or until the onions start to brown.
Add the barley, thyme, and rosemary. Stir in the remaining 1 cup of water, the reserved mushroom liquid, and the soaked mushrooms. Bring to a boil over medium high heat. Reduce the heat to medium, cover and cook for 30 minutes, or until the barley is tender and the liquid is absorbed. Fluff with a fork. Season to taste with the pepper.
