Break 1 cup elbow macaroni in small pieces, boil in salted water and drain.
Poach 2 pounds halibut in salted water (crock salt preferred) and add a few drops vinegar. Drain and flake fish.
Assemble fish and macaroni in layers in baking dish.
Make a white sauce of 3 tablespoons butter, 3 tablespoons flour and 3 cups milk to which season with salt, white pepper and nutmeg. Pour this over the fish and top with buttered bread crumbs.
Set the dish in a pan of water to come halfway up the sides of the baking dish and bake 45 minutes at 350 degrees F.
