Sprinkle with garlic cloves & celery. Combine wine, oil, lemon juice, parsley, basil, salt, pepper & hot pepper. Pour over chicken. Sprinkle lemon rind on top. Bake covered for 40 minutes. Uncover and bake 15 minutes more, until chicken is tender.
