1. Sift flour, baking powder and baking soda into a bowl. Rub in margarine until mix resembles fine breadcrumbs. Stir in sugar and raisins. Add enough buttermilk to make a soft dough.
2. Turn onto a lightly floured surface; knead lightly. Roll out dough to 1/2-inch thickness; cut with 2-1/2 inch cutter.
3. Place on greased baking sheet; sprinkle with sugar. Bake at 425 degrees F. for 12 minutes or until well risen and golden brown. Cool on a wire rack.
