1. Heat a large skillet until hot, add olive oil. Cook the garlic, crushed red pepper and bay leaves for about 2 to 3 minutes before adding the ground beef, stirring until browned, about 3 to 5 minutes.
2. Pour in the wine and simmer for about 3 minutes until reduced and slightly thickened.
3. Mix in the tomatoes and peppers and bring to a boil. Reduce heat to a simmer and cook for 30 minutes.
4. Mix in remaining ingredients and cook for about 10 minutes more.
