Heat the oil in a skillet or wok over high heat. Add the garlic, ginger, celery, and pepper, and stir for 30 seconds. 2. Add all the peas and scallions and stir for another 30 seconds. 3. Add the rice, breaking up any lumps, and continue to toss all the ingredients in the hot oil for one minute until everything is heated through. 4. Sprinkle with the seasonings and continue stirring for a few seconds to combine. Serves four to six.
