MIX FLOUR,SALT AND PEPPER; COAT MEAT IN FLOUR MIXTURE. BROWN STEAK IN OIL. DRAIN TOMATOES; SAVE JUICE. ADD JUICE TO MEAT; ADD WATER, ONION, GARLIC SALT AND GRAVY MIX. COMBINE; COVER AND SIMMER UNTIL TENDER, 1-1 � HOURS. UNCOVER; STIR IN WORCESTERSHIRE SAUCE. ADD GREEN PEPPER CUT IN SMALL STRIPS. ADD TOMATOES AND COOK ABOUT 10-15 MINUTES MORE. SERVE OVER RICE.
