Soup-Bowl Cabbage Rolls

1 lb. ground beef
1 clove garlic, minced
1 sm. head cabbage, chopped
2-1/2 c. water
2/3 c. uncooked long grain rice
1 T. Worcestershire sauce
1 t. onion powder
1 t. dried basil
1/4 t. cayenne pepper
1/4 t. pepper
1 (28 oz.) can crushed tomatoes
1/2 t. salt Recipe
In a nonstick Dutch oven, cook beef and garlic over medium heat until mean is no longer pink; drain. Stir in the cabbage, water, rice, Worcestershire sauce, onion powder, basil, cayenne and pepper; bring to a boil. Reduce heat; cover and simmer for 25-30 minutes or until rice is tender. Stir in tomatoes and salt; heat thoroughly.
