    Whole Wheat Sugar Cookies

    1 cup sugar
    1/2 cup margarine -- softened
    2 tablespoons skim or lowfat milk
    1 teaspoon grated lemon peel
    1 teaspoon vanilla
    1 egg
    2 cups Pillsbury's BEST Whole Wheat Flour
    1 teaspoon baking powder
    1/2 teaspoon baking soda
    1/2 teaspoon salt
    1/2 teaspoon nutmeg
    2 tablespoons sugar
    1/2 teaspoon cinnamon

    In large bowl, beat 1 cup sugar and margarine until light and fluffy. Add
    milk, lemon peel, vanilla and egg; blend well.. Lightly spoon flour into
    measuring cup; level off. Add flour, baking powder, baking soda, salt and
    nutmeg; mix well. Cover with plastic wrap; refrigerate 1 hour for easier
    handling.

    Heat oven to 375F. In small bowl, combine 2 tablespoons sugar and cinnamon.
    Shape dough into 1-inch balls; roll in sugar-cinnamon mixture. Place 2
    inches apart on ungreased cookie sheets. Bake at 375F for 8 to 10 minutes
    or until light golden brown. Cool 1 minute; remove from cookie sheets.
