    1-tbsp vegetable oil

    2-large onions

    1/2-cup green pepper

    1-cup celery

    2-pounds hamburger

    1-tbsp salt

    1-tsp black pepper

    2-tbsp chili powder

    1-tsp sugar

    3-small chili peppers, dried

    1-can (46 ounce) tomato juice

    2-medium cans chili beans

    Chop onions, green pepper and celery (stalk and leaves) very fine. Saut in oil, stirring frequently. Place sauted vegetables in kettle in which chili will be simmered. Add meat to saut pan and brown, adding salt, pepper, chili powder and sugar. Crush chili peppers and sprinkle over meat. Add seasoned meat to vegetables. Add tomato juice (and water, if desired), and simmer one hour. Add beans, simmer several hours. Serves 10.
