    1/4 cup all-purpose flour
    2 tbsp granulated sugar
    1/2 tsp cinnamon
    2 tbsp butter or margarine
    1 1/3 cups all-purpose flour
    1 cup whole-wheat flour
    1/2 cup packed brown sugar
    1 tbsp baking powder
    1 tbsp cinnamon
    1/2 tsp salt
    1/3 cup butter or margarine
    2 eggs
    1 1/2 cups milk
    1/2 cup raisins

    Recipe



    Preheat oven to 400 degrees. Grease muffin pan or use liners.

    1. In a small bowl, mix together flour, sugar, and cinnamon (first set). With a pastry blender, or 2 knives, cut in 2 tbslp butter until mixture resembles coarse crumbs. Set aside.

    2. In a large bowl, combine all-purpose flour, whole-wheat flour, brown sugar, baking powder, cinnamon and salt. Cut in butter. Make a well in the center.

    3. In another bowl, whisk together eggs and milk until blended. Add to flour mixture, stirring only until moistened. Fold in raisins.

    4. Spoon batter into prepared muffin tin, filling cups only half full. Add 1 tbsp filling to each and top with remaining batter. Sprinkle any remaining filling on top. Bake in preheated oven for 2 minutes or until firm to the touch.
