    Vegetable Beef Casserole

    8 cups frozen hash browns with onions, thawed
    6 tablespoons vegetable oil
    1/4 teaspoon ground black pepper
    2 pounds ground beef
    2 cups water
    2, 3/4 ouonce packet dry gravy mix
    1 teaspoon garlic salt
    2 cups shredded Monterey Jack cheese
    2, 10 ounce packages frozen vegetable(s),
    ...of choice, thawed

    Preheat oven to 350 degrees F.
    Combine hash browns, oil and pepper in a 9x13 casserole.
    Press around bottom and sides.
    Bake at 400 for 15 minutes.
    Brown beef and drain.
    Stir in gravy, water and garlic salt.
    Bring to a boil.
    Add vegetables.
    Let simmer 10 minutes.
    Stir in 1/2 cup of cheese and 1/2 of onions.
    Pour into crust.
    Bake uncovered for 15 minutes.
    Sprinkle with remaining cheese and onion.
    Bake at least 5 minutes more.
