    Picadillo Filling:

    1 1/2 tsp. olive oil
    1/8 tsp. crushed red pepper
    1/2 medium onion, chopped
    1/4 C. green bell pepper, sliced
    1 (12 oz.) pkg. ground beef
    1 (14 1/2 oz.) can Mexican stewed tomatoes
    2 T. fresh lime juice
    1/2 C. golden raisins
    1/3 C. chopped fresh cilantro

    Mashed Potato Crust:

    3/4 C. enriched soy milk (2 % fat)
    1 T. lemon juice
    1 1/2 C. water
    1 T. olive oil
    1 3/4 C. mashed potato flakes
    1/4 tsp. sea salt
    paprika for garnish

    Preheat oven to 375 degrees F.
    In 2 quart ovenproof glass casserole dish, heat oil 1 minute in microwave on
    full power. Add onions and green peppers, cover and cook 2 minutes. Add ground
    beef and cook 4 minutes. Add tomatoes, lime juice, raisins and cilantro, stir to
    mix thoroughly and cook 3 minutes, stir and cook for 2 minutes. Set aside.
    Combine soy milk and lemon juice in a nonreactive bowl and set aside. Place
    water and oil in a medium saucepan and bring to a boil over medium heat on the
    stove. Remove from heat and add the soy milk mixture, mashed potatoes flakes and
    salt. Stir until smooth and mixture has thickened. Spread mashed potatoes evenly
    over the Picadillo filling and sprinkle with paprika. Place uncovered casserole
    in preheat oven. Bake for 25 minutes or until golden brown.
