    • 2 tablespoons olive oil
    • 1/2 cup plain dried bread crumbs
    • 1 each green, red and yellow bell pepper, cut in narrow strips
    • 1 medium onion, cut in narrow strips
    • 1 tablespoon minced garlic
    • 1 1/2 pounds (about 3 large) baking potatoes, well scrubbed and thinly sliced
    • 1 teaspoon salt
    • 1/2 teaspoon freshly ground black pepper or old bay seasoning
    • 1 1/2 pounds 1" thick fresh cod fillets, cut in 6 portions
    • 1/2 cup low fat 1% milk


    Instructions


    1. Preheat oven to 375 degrees. Lightly coat a shallow 2 quart baking dish with nonstick cooking spray. Heat 1 tablespoon oil in a large nonstick skillet over medium high heat. Add bread crumbs and stir until lightly toasted. Scrape into a small bowl. Wipe skillet clean. Heat remaining 1 tablespoon oil in skillet. Add peppers, onion and garlic. Saute until just starting to brown.
    2. Layer half the potatoes over bottom of prepared baking dish. Sprinkle with half the salt and pepper. Top with fish, then half the bell pepper mixture. Cover with remaining potatoes, salt, pepper and bell pepper mixture. Drizzle with milk; sprinkle with toasted bread crumbs.
    3. Cover tightly. Bake 1 hour. Uncover and bake 10 minutes longer or until potatoes and fish are tender when pierced.
