Puffed Pizza Casserole

1-1/2 pounds ground beef
1 15-ounce can tomato sauce
1 cup chopped onion
1 cup chopped green sweet pepper
1/2 cup water
1 1-1/2-ounce package dry spaghetti sauce mix
1 teaspoon dried oregano, crushed
1 clove garlic, minced
Several dashes bottled hot pepper sauce
1 cup milk
1/4 cup butter, melted
1 tablespoon cooking oil
2 eggs
1 cup all-purpose flour
8 ounces shredded mozzarella cheese (2 cups)
1/2 cup grated Parmesan cheese
In a 12-inch skillet, cook ground beef until brown. Drain off the fat.
Stir in tomato sauce, onion, green pepper, water, spaghetti sauce mix, oregano, garlic and hot pepper sauce. Bring to boiling; reduce heat. Cover and simmer for 10 minutes.
Meanwhile, in a small bowl, beat milk, eggs, butter and cooking oil with an electric mixer on medium speed for 1 minute. Add the flour and beat for 2 minutes more.
Turn meat mixture into a 13x9x2-inch baking pan; sprinkle with the mozzarella. Top with the flour mixture. Sprinkle with the Parmesan cheese. Bake in a 400 º. oven about 30 minutes or until puffed and golden.
Let stand for 10 minutes before serving. Makes 10 servings
