Mix first 6 ingredients together. Greas the bottom of a 9 x 13 pan. Pour mix into pan. Bake at 350 degrees for 35-40 minutes. Cool completely.
Cream butter and sugar. Add liquer. Beat until fluffy. Spread over cooled brownies.
melt choclate chips and butter together. Use as a glaze over brownies. Chill brownies in refrigerator. Allow 15 minutes before cutting. Store in refrigerator.
