    Nonstick cooking spray
    1 c. quick oats
    1-1/4 c. flour
    2 tsp. baking powder
    1 tsp. soda
    1/2 tsp. ground cumin
    1/2 tsp. chili powder
    2 T. margarine, cold
    2 green onion, diced fine
    1/4 c. chopped green chilies
    1 c. nonfat sour cream
    Egg substitute equivalent to 1 egg

    SALSA SPREAD:
    4 oz. nonfat cream cheese, softened
    2 T. mild salsa

    Spray a 10-in. round cake pan with nonstick cooking spray. In a large bowl, combine the first 7 ingredients, mixing well. Cut in margarine with a pastry blender until mixture resembles coarse crumbs.

    Stir in onion, sour cream and egg; mixing just until dry ingredients are moist. Pat dough gently into prepared pan. Bake at 425-F for 16 minutes or until top is golden brown.

    To Prepare Spread: Combine softened cream cheese with salsa in a small bowl. Cut bread into wedges and serve with salsa spread.
