Cut broccoli into pieces. Cut meat into strips. Combine in bowl garlic, soy sauce, 1 tsp. cornstarch, sugar, ginger, and 1 1/2 tsp. water. Stir in meat, set aside. Heat skillet over high heat, about 30 seconds. Swirl in 2 tbsp. oil. Add meat, stir fry 1 minute until meat loses red color.
Return meat to bowl. Heat 3 tbsp. oil in pan. Add broccoli, bamboo shoots, mushrooms, stir fry 2 minutes. Add salt, remaining 3/4 tsp. sugar and 2 tbsp. water and mix well. Cook 1 minute. Add meat and stir fry 1 minute.
Blend together 1 tsp. cornstarch and 1 tbsp. cold water. Use to thicken sauce.
