2 pounds ground beef
1 cup water
1 can tomato puree
1 can larger tomatoes (break into pieces)
1 teaspoon salt
1 teaspoon pepper
1/2 teaspoon garlic salt
1/2 teaspoon allspice
2 small bay leaves
1 package chili powder
2 cans kidney beans
1 tablespoon vinegar
