Amish Whoppie Pies

My husband grew up in Maine and has fond memories of having Whoppie Pies as a child. It wasn't until we were on a trip to Bessemer PA that he had them again. We left with the recipe and he's been able to enjoy them once again.
Let me warn you, these really are good. I'd never heard of them until then. I'm not a chocolate lover and I really like these.
2 cups sugar
4 cups flour
2 eggs
1 cup shortening
1 cup baking cocoa
1 cup hot water
1 cup evaporated milk
2 tsp. vanilla
1 tsp. salt
2 tsp. baking soda
Filling ingredients:
2 egg whites beaten
2 tsp vanilla
1 1/2 cups shortening
2 tbsp. milk
4 cups 10X sugarRecipe
Preheat oven to 400º.
Cream sugar and shortening together, then add the eggs and vanilla.
Sift together in separate bowl flour, cocoa, and salt.
Add to creamed mixture alternating with the evaporated milk.
Dissolve soda in the cup of hot water and then add to mixture last. Mix well.
Drop by rounded teaspoonfuls onto cookies sheets. Here is where you decide how big you want them. For minis: 1/2 to 1 teaspoon of batter, for very large handfuls: 1 1/2 to 2 teaspoons of batter.
Bake for 8 to 10 minutes. Remove from cookie sheet right away and place on cooling rack.
To prepare Filling:
Mix together all ingredients except for shortening. Beat in shortening after the rest has been mixed.
Spread a dab of filling on the flat side of the cookie, don't be skimpy. Fill it up nice and full.
Top with another cookie.
Store in refrigerator.
