Sweet and Sour Salmon Steaks

Bring to a boil 1 1/2 cups water, 1 medium onion, sliced, 1 carrot, sliced, 1 lemon, thinly sliced, 1/2 teaspoon salt and 3-4 peppercorns in kettle with tight fitting lid.
Meanwhile on a large square of cheesecloth, place 4 salmon steaks(1 1/2 pounds) each. Pull up corners and tie. Simmer or poach for 10 minutes.
While this cooks make up 2 tablespoons butter in a saucepan and add 1 cup firmly packed brown sugar, simmer until sugar melts. remove from heat.
Also combine 14 ginger snaps and 1 cup vinegar and set aside.
Remove pan from heat. Remove salmon and remove cloth. Strain the liquid and return to kettle and add 1/4 cup dark, seedless raisins. Blend in vinegar mixture and return to heat, bring to a boil, stirring constantly. Lower salmon in one layer, cover and simmer for 5 minutes, or until it flakes easily. Remove from heat, cool fish in liquid, (or chill), serve with some of the liquid.
