Rice and Black Eyed Pea Dressing

1 C black eyed peas
3 C water
dash red pepper
2 tsp finely chopped parsley
1 tsp salt
1 tsp tomato paste
4 T fat
1 small onion
2 tsp onion tops, cut fine
2 tsp finely chopped celery
1/2 tsp black pepperRecipe
Boil the peas in the water until tender, add all but the rice and bring to a boil. Add rice, and add make sure you have as thick of water as you have ingredients. Cover tightly and cook over slow fire until rice is done.
