1 lb. fresh "fat free" ground beef
1/2 medium green pepper, chopped
1 medium onion, chopped
3/4 tsp. salt
1/4 tsp. pepper
1 medium head cabbage, cored and cut up
1 can tomato soup

Brown beef in skillet; pour off any fat.
Add peppers, onions and seasonings. Continue browning until onions are golden.
In a large deep oven-proof casserole, place half the cabbage, then all the meat mixture.
