Place potatoes in dish, overlapping. Pepper to taste. Top w/shredded cheddar. Cut sausage in half crosswise and lengthwise, and place cut side down on top. Make strips out of sliced cheese. Place over sausages, it's not important how you arrange the cheese. Sprinkle dill weed and carraway seeds over all. Pour milk over all. Cover tightly with foil and bake one hour.
