Low Fat Country Fried Steak

1 cup all-purpose flour
1/2 teaspoon salt
1/8 teaspoon pepper
1 cup 1% low-fat milk
16 ounces cube steaks
1 1/2 tablespoons ground beef
1/3 cup all-purpose flour, heaping
2 cups fat-free chicken broth
2 cups 1% low-fat milk
1/2 teaspoon salt
1/4 teaspoon pepper

Preheat oven to 425.
Combine first three ingredients in a large shallow bowl. Pour milk into a second bowl.
Trim steaks of any fat and press firmly with the heel of your hand to flatten.
Coat each with flour mixtre, then put into the bowl of milk, and back into the flour mixture, coating well. Arrange on a large platter and refrigerate for 10 minutes.
Meanwhile, brown ground beef in small skillet over medium heat, crumbling into tiny pieces as it cooks.
Transfer to a medium saucepan. Add 1/4 cup flour to pan and stir it in with the meat.
Add the remaining ingredients, except the cooking spray, whisk to combine, turn the heat to high, and bring to a boil, stirring often.
Reduce the heat and simmer the mixture for 15 to 20 minutes until thick. Keep warm until steaks are ready.
Generously coat baking sheet with cooking spray. Arrange chilled steaks side-by-side on sheet. Spray top of steaks.
Bake 5-7 minutes.
Switch to broiler mode, and broil steaks 7 minutes. Turn over and broil an additional 5-7 minutes or until browned.
