1. In a medium saucepan, melt margarine over medium heat. Add onion and garlic; saut� until tender, about 5 minutes. Add water and bring mixture to a boil.
2. Stir in rice, orzo, almonds, raisins, salt, ginger, and cumin. Reduce heat to low; simmer, covered, until liquid is almost absorbed, about 30 minutes.
3. Place pilaf on a serving plate. Fluff pilaf lightly with a fork. Serve immediately.
