Combine olives, chilies, tomato and green onions in a medium bowl. 2. Combine vinegar and next 4 ingredients in a jar; cover tightly and shake vigorously. Pour vinegar mixture over vegetables. 3. Cover and refrigerate at least 3 hours. Drain salsa, and serve with tortilla chips. Yields 2 cups
