1. Melt the butter in a heavy soup pot. Whisk in the flour and cook, stirring frequently, over a medium-low flame until medium brown. Add the vegetables and stir.
2. Add the liquids and bring to a simmer.
3. Add the shrimp and simmer until the vegetables are soft (45 to 60 minutes). Check seasonings.
4. Serve warm over rice.
