Spanish Beef and Rice

1 pound ground beef
1 - 14 1/2 ounce can stewed tomatoes, drained
2 cups water
1/4 cup chopped fresh cilantro
1/2 teaspoon pepper
1 - 4.4 ounch package Spanish Rice mix
2 cups shredded cheddar cheeseRecipe
Brown beef in large dutch over, drain. Stir in drained tomatoes, water, 3 Tablespoons cilantro and pepper. Bring to boil and stir in rice mix, return to boil. Reduce heat and simmer 2 minutes. Remove from heat and stir in 1 1/2 cup cheese. Spoon into lightly greased 11 x 7 baking dish. Bake at 350 25 to 30 minutes. Sprinkle with remaining 1/2 cup cheese and bake 5 more minutes. Sprinkle with remaining cilantro.
