Bars: Redi-Frosted Raisin Bars

1 cup sugar
1 teaspoon cinnamon
1/2 teaspoon cloves
1/4 teaspoon salt
1 cup seedless raisins
1 cup cold water
In a saucepan, combine all, bringing to a boil for 3 minutes. Cool and add these ingredients:
2 cups flour
1teaspoon soda
1/2 teaspoon baking powder
1 teaspoon vanilla
Blend well and spread batter evenly in a 10 x 14 jellyroll pan.
Crumble topping evenly over batter, press down lightly. Bake at 350 degrees for 20 to 25 minutes
Topping
1 cup brown sugar
1/2 cup chopped walnuts
1/4 cup flour
2 tablespoons melted butter
1 tablespoon cinnamon
