Chop the chile into small pieces. Heat peanut oil until very hot. Fry the green beans and remove after 30 seconds. Drain the oil away. Add the seasonings and beans to the pan and saute for a further 30 seconds. Add soy sauce and water and simmer over low heat until almost evaporated. Add the vinger and sesame oil and toss to blend. Taste to see if more salt or vinegar is needed Final Comments Notes: Some places add some slivered bamboo shoot to this
