2 tsp vegetable oil, divided
10 oz ground beef or turkey
½ cup onions, chopped
½ cup plus 1 tbsp flour, divided
1 cup tomato sauce
¼ cup green bell pepper, chopped
¼ tsp basil leaves
¼ tsp fennel seed
1/8 tsp oregano leaves, crumbled
3 oz mozzarella cheese, shredded
1 egg
½ cup skim milk
½ tsp salt
1 tbsp Parmesan cheese, grated
Recipe
In a 10-inch non-stick skillet, heat ½ tsp oil. Add the meat and onion; cook until onion is tender and meat browned. Sprinkle mixture with 1 tbsp flour; stir quickly to combine. Cook, stirring constantly, for 1 minutes. Gradually stir in tomato sauce. Add bell pepper, basil, fennel seed and oregano; bring to a boil. Reduce heat. Cook, stirring frequently, for 1 minutes.
Preheat oven to 425 F. Spray 9”X5”X3” loaf pan with non-stick cooking spray. Transfer the meat mixture to the pan. Sprinkle with the mozzarella cheese. In a small mixing bowl, beat the egg. Add remaining ½ cup flour, 1 ½ tsp oil, milk and salt until mixture is smooth. Pour batter over meat mixture. Sprinkle with Parmesan cheese. Bake for 25 to 30 minutes.
