    2/3 cup boiling water
    1 3/4 cups unsweetened cocoa powder
    1 1/2 cups sour cream
    1/2 cups mini chocolate chips
    1 3/4 cups all-purpose flour
    1 1/2 tsp baking powder
    3/4 tsp baking soda
    3/4 tsp salt
    2 cups unsalted butter, softened
    2 cups sugar
    3 eggs
    1 tsp vanilla
    1/2 cups mini M&M's
    2 cups marshmellow fluff from 1 (16-oz) container

    Preheat oven to 350 F. Coat 2 (9) round cake pans with cooking spray. Stir boiling water water into 3/4 cup cocoa until smooth; stir in sour cream. Toss chocolate chips with 2 Tbsp flour. Combine baking powder, soda, salt and remaining flour. At medium high speed, beat 1/2 cup butter with sugar until fluffy. Beat in eggs, one at a time then vanilla. At medium speed beat in flour mixture alternately with cocoa mixture. Stir in chocolate chip mixture. Divide batter between pans. Bake 35-40 minutes or until toothpick inserted into centers comes out clean. Cool 30 minutes. Remove from pans, cool on racks. At medium high speed, beat remaining butter and cocoa until combine; slowly beat in fluff. Spread layer with 1 cup frosting and 1/4 cup M&M's. Add top layer. Spread cake with remaning frosting; top with remaining M&M's.
