Pumpkin Crunch Muffins

1 3/4 cups all-purpose flour
1/4 cup sugar
3 tsp baking powder
1/2 tsp salt
1/2 tsp cinnamon
1/4 tsp ground cloves
1/4 tsp nutmeg
1/2 cup raisins
2/3 cup milk
1/2 cup canned pumpkin
1 egg
1/3 cup vegetable oil
chopped pecans

Combine first 7 ingredients in mixing bowl; mix well. Stir in raisins.
Beat remaining ingredients, except nuts and brown sugar, together until smooth. Add to dry ingredients. Stir just until moistened. Fill 9 large greased muffin cups. Sprinkle nuts and brown sugar over tops.
Bake at 400° F (200° C) for 20 minutes or until top springs back when lightly touched.
Makes 9 large muffins.
