Warm Potato Salad with Olive Oil

1 lb. small red potatoes, scrubbed
1/2 cup virgin olive oil
2 Tbsp. white wine vinegar
1 red bell pepper, seeded and finely diced
1 yellow bell pepper, seeded and finely diced
3 shallots, finely sliced
3 Tbsp. chopped fresh parsley (optional)
1/4 tsp. salt, or to taste (optional)
Recipe
Boil whole potatoes in salted water 20 minutes or until tender. Drain and rinse potatoes under cold water until just cool enough to handle. Drain again. Cut potatoes into 1/4 inch slices and place in a salad bowl; set aside.
Combine oil and vinegar in a small bowl, whisking constantly, until emulsified; set aside.
Add remaining ingredients and pepper to taste to potatoes. Pour dressing over salad and toss.
