    Mulligan Stew, baked

    1 ground beef
    2 cups chopped tomatoes
    1/2 cup rice
    1 medium onion, diced
    4 carrots, sliced
    3 cups potatoes, sliced or diced
    1/2 cup water
    1 teaspoon salt
    1/2 teaspoon ground black pepper

    Brown the ground beef.
    Combine it with the remaining ingredients in a
    baking dish.
    Bake at 350 degrees F. for 1 1/2 to 2 hours.
    Stir a few times while baking.
    Makes 6 to 8 servings.
