Remove all visible weeds out of your garden and water it thoroughly.
Place sheets of old newspapers on the ground in an overlapping fashion. If there is a plant in the way, just tear a slit in the paper and make a collar for the plant. Continue this process all around your garden/flowerbed.
Water again; which makes the newspaper hold together.
Then place compost (made up of grass cuttings, leaves, etc) over the top of the paper.

As a result you will water less and there won't be very many weeds poking their heads through.
The weeds that are successful in breaking through are very easy to spot and pull out.
Do this in the spring and by mid summer you may notice that the paper will start to break down along with the compost.
This just enriches the soil for your next crop.
You can put more down at this time too.
