Scalloped Meatballs and Potatoes

4 c. thinly sliced potatoes
4 T. butter
4 T. flour
2 c. milk
1 c. water
2 t. salt
dash black pepper
1 lb ground beef
3 T. chili sauce
1 1/4 t. prepared mustard
1 1/4 t. bottled horseradish - optional
1 1/2 t. grated onion
1 1/4 t. Worcestershire sauceRecipe
Cook potatoes in salted water for 10 minutes. Drain; arrange in baking dish. Melt butter in saucepan. Stir in flour; add milk and water, stirring until thickened. Add 1 t. salt and small amount of pepper. Pour over potatoes. Combine remaining ingredients. Shape into 10 balls. Place meatballs over potatoes.
Bake uncovered, 45 minutes @ 350º.
Try using frozen meatballs! (But do not thaw.)
