Penne with Creamy Garlic Sauce

1 lb. Penne
4 Tbs. butter
4 to 6 cloves garlic, minced
4 Tbs. flour
1 1/2 cups chicken stock
1 1/2 cups milk (or half and half)
4 Tbs. chopped parsley
2/3 cup grated parmesan
Recipe
Cook and drain pasta.
Melt butter and cook garlic for 1 minute.(Do not brown.)
Add flour and cook 1 minute, stirring constantly.
Gradually stir in liquids.
Cook and stir until thickened and will coat the back of the spoon.
Add parsley, salt and pepper to taste.
Add cheese and stir until melted.
Toss with pasta and serve.
