SCALD MILK, STIR IN SUGAR, SALT, MARGARINE AND COOL TO LUKEWARM. MEASURE WATER INTO LARGE WARM BOWL, SPRINKLE IN YEAST AND STIR UNTIL DISSOLVED. ADD LUKEWARM MILK MIXTURE, EGG AND 2 C. FLOUR, BEAT UNTIL SMOOTH. STIR IN ENOUGH FLOUR TO FORM SOFT DOUGH. COVER AND LET RISE TO DOUBLE IN SIZE. PUNCH DOWN AND SHAPE INTO 2 DOZEN ROLLS. PLACE IN 2 GREASED, 9X13 INCH CAKE PANS, OR IN MUFFIN TINS. COVER AND LET RISE TO DOUBLE IN SIZE, ABOUT 30 MINUTES. BAKE AT 400 DEGREES, 15-20 MINUTES.
