REMOVE STEMS FROM BROCCOLI. USE STEMS IN SOUP. SAUTE SCALLIONS IN MARGARINE, ADD FLOUR, STIR, ADD BROTH, SEASONINGS. BRING TO BOIL AND ADD VEGETABLES. TURN DOWN HEAT AND ADD MILK. SPRINKLE IN FLOWERETTES. MAKES 4 SERVINGS.
