Gratin of Cod, Potatoes & Pepper

2 Tbsp olive oil
1/2 cup plain dried bread crumbs
1 each green, red and yellow bell pepper cut in narrow strips
1 medium onion, cut in narrow strips 1 Tbsp minced garlic
1 1/2 lb (about 3 large) baking potatoes, well-scrubbed and thinly sliced
1 tsp salt
1/2 tsp freshly ground black pepper or Old Bay Seasoning
1 1/2 lb 1-in.-thick fresh codfish fillets, cut in 6 portions
1/2 cup 1% lowfat milk
Recipe
1. Heat oven to 375 F. Lightly coat a shallow 2-qt baking dish with nonstick cooking spray.
2. Heat 1 Tbsp oil in a large nonstick skillet over medium-high heat. Add bread crumbs and stir until lightly toasted. Scrape into a small bowl. Wipe skillet clean.
3. Heat remaining 1 Tbsp oil in skillet. Add peppers, onions and garlic. Saute until just starting to brown. Remove from heat.
4. Layer half the potatoes over bottom of prepared baking dish. Sprinkle with half the salt and pepper. Top with fish, then half the bell-pepper mixture. Cover with remaining potatoes, salt, pepper and bell-pepper mixture. Drizzle with milk; sprinkle with toasted bread crumbs. Cover tightly.
5. Bake 1 hour, 10 minutes. Uncover and bake 10 minutes longer or until potatoes and fish are tender when pierced.
