Country Beef Patties with Tomato Gravy

Patties:
1 lb. ground beef
1 t. minced onion
½ t. salt
1/8 t. pepper
Tomato Gravy:
2 T. chopped green pepper
1 T. chopped onion
1 can 14½oz. diced tomatoes undrained
1 to 2 bay leaves
1 t. sugar
½ t. celery salt
1/8 t. salt
1/8 t. pepper
½ c. water
2 T. flour
Combine pattie ingredients, shape into four oval patties. Brown in skillet over medium heat, remove, keep warm. Wipe out pan. Spray pan with vegetable oil spray, saute onion and green pepper till tender. Add ingredients through black pepper. Combine water and flour till smooth, add to tomato mixture. Bring to boil, cook stirring constantly 2 minutes. Return patties to pan, reduce heat, cover and simmer 30 minutes. Uncover and simmer 10 minutes longer. Remove bay leaves.
